Officers on patrol shortly before 4:15 a.m. on Sunday, Nov. 11 on Post Road in Scarsdale spotted Xuanmin Chen, 40, driving south on the roadway “at a very low rate of speed” with a flat right front tire. He eventually stopped in the parking lot of the Scarsdale Congregational Church.
Police said that while speaking with Chen during the traffic stop, officers detected the odor of alcohol on his breath and his “eyes were glassy and bloodshot.” Chen told officers that he had two or three drinks at a friend’s house before getting behind the wheel.
Chen proceeded to fail multiple Standardized Field Sobriety Tests. At the time of the traffic stop, police said that he had a blood alcohol content of .11 percent, and he was subsequently arrested. At Scarsdale Police Headquarters, his BAC had risen to .20 percent. Chen was charged with driving while intoxicated and aggravated driving while intoxicated with a blood alcohol content greater than .18 percent. He was released on $250 cash bail and is scheduled to appear in Scarsdale Village Court at a later date.
